(Minutes.) If this refers to Cadets while in The Straits & F.M.S., the Governor is advised that all junior officers are entitled to the gratuitous attendance of Fort Medical Officers, see G.G.112 Straits of 16th Inst.
In the absence of any General Orders for Hongkong, I cannot ascertain whether the ordinary rule is that an officer has to pay doctor's fees for his care. If he does, I do not see why an exception should or made be in favour of Cadets.
On the other hand, if the despatch refers to Cadets studying in China; it is correct.
